Cash for Clunkers Appliances

The Wall Street Journal reports that a federal program offering rebates on new energy-efficient home appliances, furnaces and air-conditioning units will start up late this fall. The program, similar to the popular "cash for clunkers" program (but without requiring an exchange), hopes to stimulate consumer spending and smarten up the nation's energy use.
